To me this this SPP is a jarring note. Why do it like this? I am not prejudging anything yet but these are not my values. Flinging a few chips to the waiting seagulls but still allowing the SOPHS to grab some more at the same time? What was the goal here for all stakeholders - and I regard the Zimbabwean people as important stakeholders?
Messy and poorly executed so far. But let it finish first and then judge.
It will be interesting to see how they go about cutting back allocations and how equitable that will be.
