They want to assure the best shareholder return possible. BOE can sign a offtake tomorrow if they wanted to, they have participated in recent tenders.
Why sign a term contract $50 a pound when you believe in 6 months you could sign one for $70 a pound.
Duncan has expressed that it is like a game of chess with utilities.
