It can take a very long time to get mining approvals in SA these days. Witness WWI's very long process. TGM seems to be sitting on its open pit plans without gaining approvals and instead are progressing the underground. Reportedly, SA is not very au fait with open pit.
I am not saying TGM are doing nothing but when you can see a long slow road ahead to get anywhere with approvals then another opportunity in WA becomes attractive and I think they are capable of making it work.
