I agree with you. Its the height of stupidity by blunderboy in NSW
to legislate a penalty that basically is unenforceable. They will only know
if pensioners get their free RATS tests which requires concession card details
so are they going to hit pensioners with $1000 fines? This group in many cases would
have difficulty dealing with internet self reporting and $1000 fines, forget it. they may
have to do time to discount the cost given they cant pay. Oh my!

I will say the same if other States impose these fines.
