Brian Toohey from the Fin says in an article about the CPRS
titled "high emission of wasteful policies"and I quote.
"Apart from the inherent price volatility, the fatal flaw in the CPRS is that not a cent of the revenue will go to help commercialise the clean technology crucial to efficient cuts in emissions. All funds to develop clean technologies and encourage energy efficiency have to come from the bottom line. By not wasting money on compensation, a low priced levy can enhance the budget bottom line by funding these activities within an improved emission reduction scheme.
