sure, if you are happy to assume that the project size is being increased to 3.5Mt throughput with the additional atmospheric leach circuit, because management just feel like it, that's your call to make.
Given proven track record of ARL management responding to market conditions (the pivot from cobalt optimised, to nickel optimised and the careful/incremental growth of the Ni focused resource without committing to DFS), I'm willing to bet strategic partner interest is real, and dialogue active
