In an interview last year, Paul Hopper said something similar, along the lines of,
A GREAT TEAM CAN TAKE A MEDIOCRE DRUG ALL THE WAY TO MARKET OR A BIG PHARMA DEAL, BUT WITHOUT THE GREAT TEAM YOU HAVE NOTHING.
He said something along those lines in a long interview last year, hence his simple formular for CHM,IMU, and the recent listed RAD.
