Safety measure. You can't just shut these plants off. So if there is a system upset or the shut down or something has gone wrong, the gas needs to go somewhere. So its vented to the atmosphere and burnt off in the process to reduce the impacts/health risks/explosion risk. You are right though, minimizing it makes a lot of economic sense.
