Maybe as a projet you should do some due dilligence in Iris Corporation based in Malaysia who has provided smart card technology to the Malaysian Government since 1998.
They have had long standing contracts with the government and upon implementation back in 1998 there were delays in paymeny to the company.
One thing I can state is that the Malaysian Government will pay, however are notoriously slow at the implementation of a contract.
In time billing cycles will settle down and become more consistent.
Iris have had contracts as long as 15 years with the Malaysian Government.
You just have to acknowledge and factor in to your risk weighting that there will always be slippage.
