Yes in 2001 but not in 2010.
And it only became an issue in 2001 because it was manufactured by the Government and handled ineptly by the Opposition.
These sorts of things are not issues that the bulk of people usually care about. Most voters are usually far more concerned with things that directly affect them, pensions, taxes, health care etc.
