Have you formed your own educated and informed opinion on whether it "falls short" or not?
Did you bother downloading the roadmap to consider whether the recommendations and proposed legislative and regulatory reforms would be effective?

It is not an easy task, I will grant you that.

I will not comment on the roadmap's effectiveness because I personally have not vetted it.
If and when I vet it I would gladly state my case.
