There's still a cap on number of shares one can be sure of receiving under the SPP, which is a percentage of current holding. (Acceptance of more is at management discretion). I've posted on that previously in this thread.
If retail holders decide they wish to acquire more than that pro-rata entitlement (a decision I'll leave to individual shareholders, rather than advocating one way or the other) it may be less complicated for them to purchase on market.
