it's called a "draft" until its approved. Its possible that the board push it back with comments, but it would have to be the most ridiculous organisation in the world that would push something up to the executive for approval that didn't have all the t's crossed and the i's dotted. the worker bees should know exactly what the board want to see and engineer their comments and feed back during consultation to meet this expectation.
the board should be.... should... just be the formal authorising mechanism. I.e a the authority rests with the board and not just some lowly assessor dude... gives as sense of integrity and independence.
