I guess when you say the Alpha JORC is coming mid-Fed then people who were told it would be out in December may say "but is it"?
It's something about credibility, 'fool me once' and all that sort of thing I guess. After encountering delays last year on various aspects of the timeline you would like to think that mitigation strategies would be adopted and / or they would be careful not to over promise. After a while the market just views it as excuses for not being able to get their act together.
