Respectfully I think FT will want to dot the I's and cross the T's on the primary substance of the ML in relation to the benefits to the DRC (clearing up many of the mistakes/corruption of the past)

No doubt about that

Then when the ML is awarded FT and the DRC Government will work closely with the licence recipient to further the benefits to both the licence holder and then especially to the Congolese people through employment, downstream processing, battery plants, other economic pursuits, improved living conditions, education opportunties and health

All just in my opinion

Agree with all you say but equally I can't see him awarding a licence without first having some form of guarantee regarding future supply to a DRC battery plant. Maybe that could be achieved down the track by hanging onto their full 25% stake, or horse-trading the 15%, or utilising some other instrument, dunno. Just speculating as have no real knowledge regarding mining licenses/contracts.
