Well, yes and no.
A used car can have an very easily have a cracked head, belt or chain change required, and cost you 1/4 of the value of the car in repairs.
then there is rego and insurance and what not.
A stock costs 20 bucks to invest in, doesn't use tires etc.
To buy a used car - mechanic check set you back 400 bucks for a start.
