Not really. No matter what they declare and what they intend to do the fact is everything has a price.
This is why we see many companies being taken over even though they had great dreams of growing and becoming leaders in their respective industries.
Same with pure explorers - they may change their mind and decide to develop a deposit if they see it as an easy project that can provide ongoing funding for future exploring and avoid CRs. But at same time they may end up selling the lot (meaning allowing to be taken over) if an offer comes that's too good to be turned down.
