And why not? This loan, and the already agreed in principle one from the Dutch ECA will see unusually low dilution for capex. An ability to access two gov guaranteed facilities will have financiers competing to provide the money, which equals lower rates.
If I were a betting man I'd say the bigger stage 1 plan soon gets put aside for Stage 2 numbers on start up.
Things are progressing beyond any reasonable expectations held even a year ago IMO.
