Haha I found that theory quite interesting......oh well now that we're (West Australians) are finally getting our fair share of the GST, maybe just maybe there's some more $$$ to spend on our health care? So therefore your theory of our restricted health system over the decades can be related to the other states being greedy with our GST, no wonder (our emperor) wants to shut the eastern states out lol
