All looks good on paper, except:

BFS- it wasn't done well.
EIS- the board didn't buy what Connaughton tried to sell them. They shot it full of holes.
And as far as the permitting process, last year PLL said they would have it by Q4 2021, now they say it's Q2 2022. "Six months is not very long."
And all this goes out the window at any point along the permitting route, assuming it ever gets before the board. I personally was told it might take up 1-2 years before it leaves zoning. You see, the small towns do have tricks up their sleeves when it comes to something they don't like, and since they're not doing anything illegal, the state can't do anything about it.

This isn't a SYA vs. PLL thing- I'm just calling as I see it. But you're right, SYA is horrendous when it comes to communications. They don't like to make grandiose promises, I guess.
