Undoubtedly prices have risen rapidly on the back of CV stimulus but look to the history of RE pricing, Chinese State has both raised the issue of speculation, hoarding, and made a strong supply response with CNRE +36%, do you think global customers are unaware of this, or as poorly researched?
Most would probably consider NdPr currently trading beyond its economic value, hardly likely to lock in any fixed component in excess.
