ambiguous

Is it me or was this part of the statement ambiguous?:

"If the AFHL first tranche investment is not received by Friday 27 November, and if no alternate source of immediate funding is concluded (which is not expected), the Company may at that stage be required to appoint an Administrator."


Does this read

(a) no alternative source of immediate funding is expected

or

(b) it is not expected the first tranche will not be recieved by Friday 27 (double negative meaning they are expecting the funds)
