It refers to both ordinary and special resolutions being adjudicated based on "Votes cast" - 50% for ordinary, and 75% for special.
PortfolioPlus is correct that these are Ordinary resolutions, which requires the lower threshold. Based on this there is actually a high chance that the resolution could pass if other shareholders are asleep at the wheel as they may have almost 40% of total possible votes.
