... giving some more thought to this scenario - seems more likely to me ..... once that form is signed and posted the shares can belong to them. they can hold onto those shares for as long as they see fit - perhaps months , perhaps a year or two ... holding the signed forms , they can continue the bid at a later time..... this may be why they did not withdraw the offer - but preferred to recommend rejection by holders of nwt shares ... ..... dammm - why didnt i think of doing that ....
