The DW is up and running but majority of the money they want to establish, it requires them to demonstrate these capabilities across a number of industries where it enables them to control the large sum of money. There’s also compliance issues across multiple currencies where it required them to employ on of the largest companies in the area to facilitate this. This is why it’s taking its time and needs to be done properly
