No, Higher Interest rates makes Bank and Bonds more attractive as they have lower risk. That's why Gold stocks took hammering they day US Fed said 3 interest rates rise in 2022.

Banks who buy most of Gold as hedging will rush to Banks and Bonds as they have better return and lower risk. That's why Gold rallied from 1100 to 2000 just in few years as interest rates were going down.
