The money GGG pays the government for the exploration license.

You seem to think that GGG has options here, they don't. The government has advised the company they wont be approving the exploitation license and that the company should withdraw the application. While brutal, it clearly outlines their intentions.

Should GGG decide to take legal action I'm sure the government can complete the review process and simply reject the exploitation based on not having a social license to operate. The government holds the cards here, not GGG.

This issue only affects a few companies. Greenland had a very clear anti Uranium sentiment well before GGG acquired the exploration rights to Kavanefjeld. In fact, there was a blanket ban on uranium mining at the time GGG first acquired the exploration rights. That's the risks you take when doing business in such an environment. Any logical thinking individual would understand the risks associated.
