Federal public service pays lip service to buying local. Often a major tender will have some touchy feely stuff about local content but it’s generally window dressing. What does matter is relationships and if a small local business has shown they have the expertise and have delivered in the past public servants will channel a disproportionate amount of work to them. I am willing to bet a Norths, Claricent etc are winning stuff way ahead of the IBMs and Accentures.
