If it's for some type of development work then id be surprised if they are actually Russians, usually the freelancers on FLN that are Russians are Chinese working in development factories. Just ask to do a skype call to discuss the project to verify ID.

In saying that would any non Russian actually choose to hire a Russian right now?

FLN kicked off all the Chinese accounts a few years ago so they clearly have the ability to do the same for the Russian accounts, haven't been reading his Twitter lately so not sure what his view is on what's happening.
