What confidence has Allchurch displayed? Despite his bloated war chest of cash, he's barely done anything, giving the same tired response to all investors - no matter the month. They may have been a duster, but PUR for a while thought they had a Tier 1 deposit and did everything they could in half the time to begin the process. At least they tried with gusto. I would expect someone in the same position to do the same, especially with the cash available.
