The latter is my guess.
The share price is being repositioned by management in my view.
People snapping up the shares now that the ann 'feels' more imminent dragged the price too high (to 70c).
I expect that is being done because the CR price has been set.
Probably a smart move given the fallout from the discount on the previous (one before last) CR attempt.
