I am sure you will see the shortfall options issued next week. It is clear they issued the entitlements first and the shortfall takes more time to resolve and coordinate issues/refunds etc.
Under the prospectus, management can't participate in shortfall unless it is declared (i.e. they underwrite it), so they won't be taking any of the shortfall, so more for existing shareholders!
The prospectus does allow management to issue to other parties see page 7/8 section 2.6
(b) to other parties identified by the Directors, which may include parties who are not currently Shareholders.
But I suspect they will support existing shareholders, that was the whole point of the issue.
