Indian power ministry notifies new green hydrogen policy

The Indian power ministry yesterday notified the new green hydrogen policy, promising cheaper renewable sources of energy, land in renewable energy parks and mega manufacturing zones to help industries do away with polluting fossil fuels, and fee waiver for inter-state power transmission for 25 years for projects commissioned before June 2025.

Hydrogen and ammonia are envisaged to be the future fuels to replace fossil fuels.

Indian Prime Minister Narendra Modi had launched the National Hydrogen Mission on August 15 last year to aid the government in meeting its climate targets and making India a green hydrogen hub. This will help in meeting the target of production of 5 million tonnes of green hydrogen by 2030 and the related development of renewable energy capacity, according to an official release.

A Major Policy Enabler by Government for production of Green Hydrogen/ Green Ammonia using Renewable sources of energyAccording to the policy, green hydrogen/ammonia manufacturers may purchase renewable power from the power exchange or set up renewable energy capacity themselves or through any other, developer, anywhere.

Open access will be granted within 15 days of receipt of application. The manufacturer can bank his unconsumed renewable power, up to 30 days, with distribution company and take it back when required.Distribution licensees can also procure and supply renewable energy to such manufacturers in their states at concessional prices that will only include the cost of procurement, wheeling charges and a small margin as determined by the state commission.

Such manufacturers and the renewable energy plant shall be given connectivity to the grid on priority basis to avoid any procedural delays.Such manufacturers will be allowed to set up bunkers near ports for storage of green ammonia for export or use by shipping. The land for the storage for this purpose shall be provided by the respective port authorities at applicable charges. The implementation of this policy will provide clean fuel, reduce dependence on fossil fuel and reduce crude oil imports.

India can become green hydrogen hub: PM Narendra Modi

Referring to recently-announced National Hydrogen Mission, Prime Minister Narendra Modi today said India can become a hub of green hydrogen given its abundant renewable energy resources. He was addressing a webinar on 'Energy for Sustainable Growth'.This was the ninth one in the series of post-budget webinars addressed by the prime minister, according to an official release.

The Prime Minister said that 'Energy for Sustainable Growth' not only resonates with the Indian tradition but is a pathway to achieve future needs and aspirations. He said that sustainable growth is possible only through sustainable energy sources.

The Prime Minister reiterated his commitment made at Glasgow to reach Net Zero by 2070. He also mentioned his vision of life pertaining to an environmentally sustainable lifestyle. On India’s target of achieving 500 GW non-fossil energy capacity and achieving 50 per cent of installed energy capacity through non-fossil energy by 2030, Modi said: “Whatever targets India has set for itself, I do not see them as a challenges but as opportunity.

India is moving with this vision in last few years and the same has been taken forward at policy level in this year’s budget.”The last budget has announced ₹19,500 million for high-efficiency solar module manufacturing that will help in making India a global hub for manufacturing and research on solar modules and related products, he added.
