I'm not saying VRX is without fault here, but having had alot of experience with public administration personally, its generally a complete hodge podge of gate keeper dictators, delays, deviations and inconsistant advice.... the flow charts are great right up until someone takes a holiday.

And the point I think many are making is that VRX needs someone at the helm adept at navigating the hodge podge, delays, deviations, etc.
