I don't deny there were, and remain, very real reasons to intervene..... yet the Intervention was designed in the age-old manner of patriarchal fashion without adequate consultation with the people who are learned and experienced on the issues at hand.
with such poor design the intervention was next to useless and caused rebellion among the people concerned, including in homes where the incest and other abuses were not reported.
Had they earnestly engaged with the local communities they would have found far greater success imo.... but that is moot because there have been no real attempts to engage with respect.
so we return to "how does one tell people what to eat?", or how to live their lives. merely imposing law doesn't work very often... all that does is imprison more people. Prison rarely results in positive outcomes.
