Yes, you echo my sentiments exactly and my previous postings at the time it became apparent we were having difficulties enrolling. The argument that its unethical I showed to be false based on The Australian Governments own regulations (which I provided the link to) regarding approval to offer cash inducements under certain conditions, and as far as I could see we would have qualified. Alternatively, to reduce costs, the trial could have been done in advanced East European countries as other Australian biotechs have done in the past ( drug trials) and with very speedy recruitment as a result.
