It looks like they pumped the stock with sophisticated investors getting in at 12c. They'll probably sell and move on and the company gets to raise 15 million. Seen the pattern before. If they keep the announcements coming the stock will go much higher. If silence all of a sudden...well it's just another crap stock to deal with. You just have to manage the risk.
