I agree. One does not make these appointments unless they know they will develop a mine (any logical and sensible person would not take the job unless he did his DD and was sure it would be a mine).
Any sensible explorer would have its own internal modelling of the size of the resource which they would update as results arrived from each group of holes. Not sure if I am right but I think recall CC is one presentation stating they did have their own modelling.
