Companies will write unbacked shorts for you or you can buy contracts for difference. The companies who write them are happy for them to be unbacked because the people who do these things usually lose money not make money. For big contracts they'll back them or pay off the losses.
They're a negative sum game for the punters, so best left to the brave, over resourced or stupid end of the market. Especially since the people who write the CFDs have been shown to manipulate the prices and psychologically influence their customers to make sure the writers make money!
