They will fabricate whatever they need to if their agenda requires them to enter a country and continue the destabilization process of the region. A strong Europe is not beneficial to the US, it creates competition. US invasion of Afghanistan had many ulterior motives, the terrorist attack was used to sway the population into supporting an invasion, that in the end achieved nothing.
