Correct they cannot offically present the underground to the junta de extremadura until the current proceedings are complete. If you follow the "Save the Mountain" greenies they have formed most of their argument on the open cut mine with only recently acknowledgeing an underground venture from INFs spanish tour. They were even going as far as saying the underground dosent exist... I think its a reasonable assumption to expect a negative result in the first round however I imagin Ryan and the team have all the ammo ready and waiting to submit the underground immediately and also file a defence against the court case.
