Several locals (invited representatives from council and business) in a pub/club and a government lobyist offering $$$ to the said locals for "projects".
In return tax deductable "donations" to the government.
This "transaction" is easiest to be done in a "friendly" electorate.
It's done all the time. It's been done for years.
