he's saying some of the shorts would not all be people wanting to bet against AVZ but merely be funds who are too scared to have real exposure of speculative stocks but they still have to buy stocks in the All Ords ASX300/200/100 whatever. So imagine you bought 1mill AVZ at $1 and also went short 1mill at $1, then you have no exposure until the SP hits $2...then your trouble starts
