I dont know but there looks to be a similar pattern emerging of PDN sell down and the share price kept at a price point. looks very similar to that off a few years ago of consolidated minerals CSM ( which I was a shareholder for 3yrs). The share price was kept down for over a year and there where continuous questions on why especially during the boom.
Then it finally came out interest from the russian,
