He had a plenty of time to drum up a statement to inform the market. Unless MD is a total numpty, he would have known everyone was eyeing for phase 2 sign off.
As it was not tagged as a 'price sensitive' announcement, the part about FID could have been omitted from the presentation. But being a sneaky Disallowed salesman, he added that into presentation hoping everything will be fine and buried his head back in the sand.
My faith in Roly was eroding each month and now very disgusted by the way he informed shareholders.
