My thoughts I would expect most negotiations are finalised or that close Neither party will pull out. The winning bidders were meant to be announced early Feb. Angolan government is out of money and would be a reason they abstained as Russia hopes Africa will take up the trade from EU. Abstaining is different from supporting and with the Angolan President coming to a 2nd term election this year, Russia have been supporting him so he stays in power - the President literally could not condemn Russia. doesn’t mean they will stop trading with western countries either - as too many operate in Angola now anyway and Angola needs the money. we may just need Africas oil & gas to replace Russia’s so I can’t see western countries banning companies operating in Africa or that companies are going to withdraw out. If they supported Putin, completely different scenario.
Well I hope I’m right in that the deals are already done as the Russia conflict is a risk that may effect Angola trade though
