No I don't believe so.
It is a positive from the company point of view, as this is a much quicker and cost effective way of raising capital.
Unlike a rights issue or an capital raise that all shareholders can participate in, then yes they miss out.
The positive is that the raise is completed quickly and the company can get on with its work and hopefully the share price responds accordingly.
