Yea, in theory, the Chinese government will ensure that China has enough of these commodities, therefore demand will remain constant (or increase, if CHina 'can't' sell the RP outside of CHina, it may use it inside CHina, even if it doesn't need it).

HOWEVER, 'cheap' RP won't be exported from China to the world... ergo, less supply of cheap RP. Ergo, more expensive RP. Ergo, increase in price MAK gets for their RP.

Only slightly, to be fair though... From my understanding Chinese RP and MAK RP are not exactly the same market....
