One scenario I predicted. From experience, it will be both extra shares plus cut back. It should be two people just putting in for $20K buys with no intent of holding. I think looking a that the board will go for the common solution of letting people have all if a small amount applied to say $5 K: most if $10k applied for and a reasonable cut back on those going for $20K.
I have decent experience of these things and find the board looks carefully at the statistics/profile of holdings versus applications and tries to match it. E.g if you held $1K worth for <1 month, then went for $20 K in the SPP you get cut back the most.
That approach also results in less dumping of the $20K from intended profiteers.
All IMVHO.
