The fact that you even make that statement is an acceptance of utterly incompetent piffle for so many years. It's inconceivable but people swallowed what was the net effect. It was barriers to uptake, and GC was the exponent of that approach, of not facing them.
That was the GC way. He's STILL there! When did he ever say sorry for wasting your time and money?
